About this race: Democratic incumbent Mike Kreidler is running for a third term. His central campaign plank: proposing a statewide catastrophic-coverage plan that would provide some routine health care plus pay for medical care costing more than $10,000 a year. The money would come from a new payroll tax shouldered primarily by employers. He argues that state coverage of the most-expensive care would dramatically reduce the cost of regular health insurance. Republican John Adams, after overwhelmingly losing to Kreidler four years ago, is running again. Adams, an insurance broker, says that the key to reducing health-insurance costs is to reduce high jury awards in medical malpractice cases. He also wants to boost price competition among health insurers.
