Cilley is director of the Victim Rights Response Team at the SAFeT Response Center, part of Lutheran Community Services. The Victim Rights Response Team is the center's crisis unit offering free legal and medical advocacy, crisis response, support groups, information and referral, and education services for children and adults who have experienced, witnessed or are otherwise impacted by any crime.

Beyond Cilley's work at the SAFeT Response Center, she has served as a private practice attorney exclusively representing children and has authored several peices, including "Where Do We Go From Here?" – a guide to helping survivors, friends, family and community heal from the pain of clergy child sexual abuse) – and "Your Personal You: A Child's Guide to Safety," a prevention tool to keeping children safe.
